I've used various tricks over the years to extend skirts for growing girls - a deeper guard at the hem is the easiest.also cutting off the bottom few inches of the actual skirt and adding in a strip of fabric that matches the guards/decoration and sewing the bottom few inches back on (looks like a band applied on the surface rather than a lengthening piece added in - it can be done at least twice, lengthening the skirt a little each time)
