you can transfer your entire journal to IJ using a little program called LJ-Sec. google it and you'll see instructions by an LJ user named "brownbetty".
addendum: infrastructure is remaining in the USA, but development is not. So LJ should be fine. "LiveJournal Inc.'s headquarters, technical operations (and servers,) legal, administration, and customer service teams will remain in the United States. LiveJournal's global product development and design will now be coordinated out of its Moscow office."
