I'm not sure if I'd use the term "hanging bags" either. The cut of this style and, as steelweaver said, the colors really draw the eye. I'm not sure this is a good effect for work. ;-)

I'm actually envisioning this with a silk grey top for casual outings.

Your breasts do not hang in this outfit. But, my breasts tend to sit higher when I put my hands on my hips too.

But it is not unflattering at all. It is eye catching, and perhaps would be less so with another color top.
