It would look good with a little ruff too, but she can't stand wearing them, I have tried.

Have you considered easing her into ruffs by putting a little boxpleated ruffle at the top of her smock? It would be soft enough that she might not notice it. Bit by bit, you could make it more ambitiously ruff-like.

When Katty was not much older than Maja, I started her in baby farthingales. It made walking in long skirts easier because her skirts were held away from her feet. You can see she's wearing a ruff in this picture, too. This picture was taken when she was about 2 and 8 months, but she'd been in farthingales for about a year at that point.

The kirtle doesn't need a ruff or ruffle, since for example Holbein's daughter hasn't go tone, but the gown is a little more formal so it would look nice. I tried with a partlet with a ruffle that I had made for the bigger girls, but she didn't like that at all. Next 16th century outfit, in a year or so may have collar, cuff and ruffles.
The type of simple shift she's using now is good because you can use it with any time period since they didn't change until the 19th century. And since we mostly have early 14th century it is good that she can use them with both. Since everything is wholly hand sewn it takes some time to make the clothes, not much, but some.

Thank you. It means a lot coming from you, with your experience of kids in costume.
Some think the hand sewn linen stockings is a little over the top. But when I explain that she needs some sun protection when we carry her in the baby sling they understand. Then her legs won't be covered by her dress so she needs something on them and since linen has very good UV-protection while still being cool I think it's a good idea.
I will make wool hose too for the evenings, if I have the time, otherwise we have bought a pair of plum coloured cotton tights.
