Unless it is for decorative purposes, why are you hemming the tulle? It's one of those fabrics that won't ravel away, and which takes a clean cut. When I was with the ballet, we ALWAYS just clean-cut it, never hemmed it.

Forgot: I've never hemmed tutus either, but that's a different aesthetic than 50s underwear ;)
