I can tell that it's wool embroidery, but what's the specific technique? And the background fabric? (I don't speak... very many languages and can't even recognise which one that it-- it looks related to German, though?)

Hee! I can't claim to have found the resource myself, it was linked off armour archives, and also inspired me to similar things. You know, just as soon as I learn how to embroider free-form stuff.

It's probably at least partly counted thread embroidery. [livejournal.com profile] haugtussa has done some really nice things in that with sewing silk.
